India NASSCOM Forging Alliances between India
and Nigeria in Abuja,
Remarks by Dr. Baba J Adamu

Thank you for inviting me to make a remark in
this momentous occasion for forging alliances between India
and Nigeria.
The
entire machinery of Government, under the current leadership
of
President Goodluck Jonathan is mobilized toward job
creation, toward support for the private sector to create
more jobs and providing the enabling environment to attract
direct foreign investment into the country. It’s about
economic transformation, and forging business and investment
partnership and collaboration. It is only through
partnership and collaboration that legitimate economic
opportunity for Nigerians will emerge, that is why this
business interactive session is very timely.
The Indian IT-BPO
sector, which NASSCOM pioneered, has established India as a
trusted global hub for IT professional services
and
innovation ecosystem. And today’s NASSCOM business
delegation is headed by the pioneer himself, President of
NASSCOM Son Mittal.
Nigerian ICT
sector is at the crossroad today but it has taken the right
direction working hard with all stake holders to develop the
ICT roadmap, our broadband strategy, our cyber law;
increased access etc., and through partnership with NASSCOM,
Nigeria can be the next offshoring and innovation hub in
Africa.
Nigeria has a lot
to gain in developing partnership with India especially in
the areas of ICT and healthcare, so let us work together to
advance human race and have a better society, peaceful,
prosperous and move away from poverty alleviation to wealth
creation in healthy business relationship.

CONVERGENCE OF TECHNOLOGY

ICT is the convergence of communications,
computing and information technologies and has become the
catalyst that enhances development process of a nation.
Today, the Indian IT-BPO sector has reached
milestones in terms of revenue growth ($73.1 billion in
2010), employing millions. NASSCOM of India has become the
global brand ambassador for India in the area of Business
Processing Outsourcing (BPO) & Knowledge Processing
Outsourcing (KPO)
Although, the Indian IT and ITES industry is
now big even by global standards, the journey was not
a straight line; it has been punctuated by major challenges
along the away: for instance, during tariff barriers of the
90s, the notion of R&D-for-hire was born, and during that
same period the five major challenges: employability,
infrastructure, favourable policies, corruption and
competition from other low cost countries were looked at
seriously; which resulted in the formation of the innovative
ecosystem that gave local ideas global context and thus
established India as a trusted global hub for IT
professional services.
One of the ecosystems is the Cyber City of
Magarpatta at Pune: walk-to-work, walk-to-school,
walk-to-shop etc.; a blend of visionary architecture
avoiding the hassles of commuting to work with the
infrastructure and social amenities in place. The uniqueness
of the Cybercity is that it is not just another software
park, but a whole new experience altogether; which offers
end-to-end solutions to make life truly complete.
Nigerian is in the same situation India was
10years ago, which means our ICT sector is at the cross
roads. The direction we choose will determine not just our
future but also the legacy we leave behind for future
generations of knowledge workers in this country, who have
the creativity to dream impossible dreams and the
determination to translate those dreams into reality.
Today’s leadership has chosen the right direction. President
Goodluck Jonathan promised Never to let us down, and he will
keep his promise.
Therefore, we must build a pre-eminent
innovation and off-shoring hub in Nigeria. Meaning to focus
to make Nigeria become the trusted global destination for
ICT professional services (BPO & ITeS) in Africa and
allocate at least 1% of national budget for research, in
doing so we must consider:

A conceptual model for the BPO Industry
in Nigeria clearly defining the inputs and expected
outputs (here the issue of bandwidth, cyber security and
internet exchange point are critical);
-
To look at the current strategies that is
vital in the creation of an enabling environment and
also proposes a governance model. This must include
sustainability and risk mitigation strategies; and
learning from Best Practices (like India);
-
To look at the costs and benefits of
adopting the BPO Industry in Nigeria, proposing a
mathematical model of the benefits being a function of
inputs like Finance, Policy, Human Resource,
Infrastructure, Entrepreneurship and marketing,
collectively contributing to produce the desired
outputs. Some of the projected benefits must include
creation of direct 2 MILLION JOBS/4 million indirect
jobs and estimated revenue stream in wages for employees
over a forecasted period of three years;

To look at the government incentives
available to prospective investors in BPO Industry and
also highlights key recommendations that will facilitate
the growth of this industry in Nigeria as was done in
India.
These in my opinion will not only uplift our
economy and create wealth but will become the catalyst for a
truly sustainable knowledge-driven economy.

I would to highly commend the NSA for
proposing the cyber-crime bill, which is very timely and
apt. Today more than 40 countries have signed up to the
Council of Europe Convention on Cybercrime and the number is
rising. According to the World Bank, Nigeria reports one of
the highest numbers of cyber-crime incidents in the world
and was recently ranked third, after the USA and UK, in a
report by the Internet Crime Complaint Centre, which tracks
the occurrence of cyber-crime globally.
You will agree with me that in today’s
economy, the main source of value and competitive advantage
is in human and intellectual capital with keys ingredients
being: knowledge, innovation and creativity. ICT-enabled
solutions in healthcare, education, financial services and
public services can drive socio-economic inclusion of more
than 30 million Nigerians each year, faster, cheaper and
more effectively than traditional models. And with the new
paradigm shift of President Goodluck Jonathan to transform
Nigerian economy into a knowledge-based economy, and make
Nigeria the pre-eminent innovation and off-shoring hub in
African and a preferred destination for BPO and ITES, means
that the issue of cyber-crime must be address head-on.
The bill, if passed into law, will allow
Nigeria to join a global treaty aimed at fighting internet
offences legally and prosecute violators and the right to
cooperate with the international communities to fight this
menace. The potential for criminal mischief must be
confronted swiftly and with all available means, especially
with the Government new strategy for achieving paperless
civil service; and most especially with the recent boom in
mobile service provision and online payment platforms in
Nigeria.
The entire machinery of Government is
mobilized toward job creation, support for the private
sector to create more jobs and attract direct foreign
investment into the country, which can only be done more
effectively with the cyber law in place. Today, the Internet
landscape is changing dramatically and it is very important
for both public and private sector to work together to
eliminate cyber crime and foster legitimate economic
opportunity for Nigerians
That is why I call on the Hon House of
assembly to pass into law the proposed Cyber crime bill so
that Nigeria can adopt Best Practice and move from poverty
alleviation to wealth creation.
